In response to globalization and international trade liberalization, foreigners are frequently moving globally.Our nation, in addition to joining the WTO in 1991, has signed the “Agreement on Economic Cooperation between Taiwan and Singapore” with Singapore and the “Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu on Economic Cooperation” as well as concluded mutual agreements on multilateral or bilateral natural person settlement types, eligibility conditions,application procedures etc. Foreign talent coming to Taiwan in accordance with the above international agreements can be divided into: business visitors as well as enterprise’s internal staff job adjustment,installation or service personnel, and independent professional recruitment who should apply for permission from the Department.
