To enhance the skills of friends who are laborers and to promote economic development in our country, the government published the " Skills Examination and Certification For Technicians" in September,1976, and set up the first skills examination regulations— " Freezing & Air Condition Installation & Repair Skills Examination Regulations "in July,1973. The government has begun to hold skills examinations more than 40 years since 1974 and has issued A, B, C, and single level technician's licenses for up to 700 million copies accumulatively.

Currently, the types of skills examinations are as follows:

1. National Technicians’ Skills Examinations:

skills examinations handled for unspecific objects regularly every year. In principle, there are three echelons a year. Academics are paper and pencil tests and surgical subjects are entrusted with each qualified sites.

2. immediate testing, immediate marking and licensing of skills certification:

skills examinations handled for unspecific objects. Presently, the government has set up “the handling unit of Take- and- know the result of the test in the same day and certification issuance Technicians’ Skills Examinations”, which provides the rapid test service mechanism of single window full function of "test brochures sales, registration, testing, certification issuance".

3.special skills certification:

skills examinations handled for the specific objects and the specific purposes, including project examinations for school students, project examinations for public training institutions trainees, project examinations for the affiliated vocational training units of the correction agencies in the Ministry of Justice, project examinations for the staff who are at the post of institutional organization, and project examinations for the national revolutionary army personnel of the Ministry of National Defense.
