In order to enhance the skills of workers and workers to promote economic development in the Republic of China, in September 1972 issued a "technician skills test and certification approach", and in July 1973 developed the first set of skills test specifications "freezer and air conditioning decoration skills test  Since the beginning of the skills test in 1974, more than 40 years,  more than 9 million A, B, C, single-level technical certificates have been issued.

At present, the skills are tested in more than 138 categories, and with the development trend of the industry and the needs of the job market, we have gradually developed and adjusted the technical qualifications test category to enhance the employment opportunities and competitiveness of the people, improve the employment rate and labor participation rate.。

The current types of skills for testing are as follows:

First, the national technician skills test:

for non-specific objects for the skills of the test, held regularly every year, in principle, for the three echelons, the discipline of paper and pen test, is commissioned by the qualified venue for processing.

Second, assessment and certification technician skills test:

non-specific object for the skills of the test,has been built throughout the country, "assessment and certification technician skills test contractor" to provide "Sales,registration, testing, certification" a single window for the full function of the rapid test service mechanism.

Third, the project technician skills test:

for a specific object and a specific purpose for the skills of the test, including the students in the project verification, public training institutions trainees project verification, the Ministry of Justice attached to the correctional organs attached to the unit test, business institutions employees Project verification and the Department of Defense national military personnel project verification.
