  1. Suitable for:
    1. The insured of employment insurance under employment separation: The public employment service agencies will provide employment consultation and refer them to appropriate vocational training programs.
    2. The unemployed having one of the following identities stipulated in Paragraph 1, Article 24 of the Employment Service Act: The public employment service agencies will provide employment consultation and refer them to appropriate vocational training programs, or they will be selected by vocational training institutions organized or entrusted by government agencies.  ※ The unemployed having one of the following identities stipulated in Paragraph 1, Article 24 of the Employment Service Act:
      1. Persons who financially support families alone: A copy of the household registration certificate of the persons and dependent relatives shall be provided (for dependent relatives aged 15~65, a copy of the proof of study or the proof of no ability to work shall be provided).
      2. Senior or mid-aged persons: Refer to those aged 45~65 (based on the training day).
      3. The disabled: Refer to those holding disability cards.
      4. Indigenous peoples: Refer to those registered as indigenous peoples in the household registration certificate.
      5. Persons with working capacity but from medium or low-income families: Refer to those having the proof of medium or low-income families issued by the township or district offices.
      6. Persons who are long-term unemployed: Refer to those who are long-term unemployed, having been insured for six months or more within three years prior to the date of cancellation of labor insurance, and applying for job registration with public employment service agencies in the last month.
      7. Re-employment for displaced women: Refer to women having left the workplace for two years or more due to family factors.
      8. Victims of domestic violence: The proof of victims of domestic violence or sexual assault issued by the municipal or county (city) government, a copy of the protective order, or a copy of the verdict shall be provided.
      9. Pre-habilitated ex-convicts: The proof issued by Taiwan After-care Association or the probation officer under the district prosecutors’ office shall be provided.
      10. Other persons qualified for this purpose as deemed by the central competent authority:
        1. Foreign and mainland China spouses (according to Rules of Employment Subsidy for Foreign and Mainland China Spouses): Refer to those married with R.O.C. nationals with household registration and having the valid resident permit.
        2. Victims of sexual assault (Rules of Employment Subsidy for Victims of Domestic Violence and Sexual Assault): The proof of victims of sexual assault issued by the municipal or county (city) government, a copy of the protective order, or a copy of the verdict shall be provided.
  2. Application conditions--Full-time vocational training is required:
    1. Training takes place for one month or more.
    2. Training hours: At least four days per week; four hours per day; 100 hours per month.
  3. Allowances:
    1. The insured of employment insurance under employment separation: During the training, 60% of the monthly insured salary in the first six months prior to the month of cancellation of employment insurance will be paid for up to six months. 
    2. The unemployed with specific identities: 60% of the monthly basic wage will be paid per month for up to six months within two years. If the applicants are people with disabilities, 60% of the monthly basic wage will be paid for 12 months within one year.
  4. Allowance Limit:
    1. If the unemployed with specific identities are also the insured of employment insurance under employment separation, they shall apply for the living allowance as the insured of employment insurance under employment separation first.
    2. Those having applied for government employees' and school staff's insurance pension, labor insurance for
      the elderly, military pension, state-owned enterprise pension are not eligible for the living allowance, except for those qualified for medium or low-income families stipulated in the Public Assistance Act or applying for the living allowance for the elderly with medium or low-income or the living allowance for the disabled.
    3. Vocational training living allowances under the Employment Insurance Act and other allowances or subsidies provided by government agencies will be granted at the same time for up to six months within two years. If the applicants are people with disabilities, these two allowances will be granted at the same time for up to one year.
    4. When receiving unemployment benefits or vocational training living allowances under the Employment Insurance Act, the applicants are not allowed to apply for the living allowance during vocational training under the Regulations for the Implementation of the Employment Promotion Allowances.
