In order to help foreign workers check their status for and the announcement of their applications for employer changes or cases, and further reduce the risk of labor dispute, the Ministry of Labor set up a “Search Section for Employer Change of Foreign Worker” in 5 languages on the “Taiwan Workforce Development Agency Information Site of Foreign Worker Rights Defense” website. This section was launched on Jan. 1st, 2018 for foreign workers to look up the status of their application for jobs or employer changes.

The Ministry of Labor set up an employer change network system for foreign workers. This system allows foreign workers and their previous and new employers to carry out the employer change procedure. It helps with matching foreign workers and employers when their employment ends. It also helps matching typical employment transfer cases. It is a main way for employers to hire new foreign workers after the employment of current foreign workers ends. However, the employer change system is in Chinese. It is hard for foreign workers to check the transfer announcement. They cannot receive information on employer transfer, leading to labor dispute and problem with administration.

The Ministry of Labor sets up the Taiwan Workforce Development Agency Information Site of Foreign Worker Rights Defense to connect to the employer change system database and adds the “Search Section for Employer Change of Foreign Workers”. The Taiwan Workforce Development Agency Information Site of Foreign Worker Rights Defense is now available in five languages, Chinese, English, Indonesian, Vietnamese and Thai. Foreign workers can select their native language and enter the relevant section to look up their transfer status by entering their passport numbers. The types of status are “Announced”, “Removed” or “Not registered”. This section helps the Ministry of Labor require workers and employers to fulfill their responsibilities and protect rights of workers and employers.
