Owing to the fact that most employers in modern society are neither familiar with the legal procedures of how to introduce the labor force to management and follow-up services such as foreigners’ living and obtaining work in Taiwan, nor have time for the application process, such tasks are entrusted to a special industry - the Human Resources Recruitment Company is arising due to this market demand. In order to protect the interests of employers and foreigners and stabilize the manpower intermediary market, a Human Resources Recruitment Company currently working on the recruitment of foreigners to Taiwan will need to obtain an approved license with a valid period of two years to engage in the employment service business. The license shall be renewed within one (1) month before its expiry. In addition, to avoid such companies charging improper fees to employers and foreigners, the charge items and standard amount of a private Human Resources Recruitment Company has been set up, which governs the company’s collection of the registration fee, the introduction fee (for example, less than the first month’s wages of foreign workers) and the service fee (NT2,000 Dollars per year) from the employer as well as the service fee from foreigners (ex. foreign worker: less than NT1,800 Dollars per month in the first year, less than NT1,700 Dollars per month in the second year, and less than NT1,500 Dollars per month in the third year or more). In order to enhance the service quality of Human Resources Recruitment Companies, an intermediary evaluation has been carried out annually since 2004, with three (3) assessment Grades, A, B, C to be publicized on the website of the Ministry as a reference for employers and foreigners. The license of any Human Resources Recruitment Company with Grade C for consecutive two (2) years will be withdrawn after its expiry. Furthermore, the management for such Companies is also strengthened by illegal investigation and other measures. Any company exhibiting illegal intermediary, overcharging, false information provision, etc., will be fined, and have its practice suspended or license annulled.
