In line with the Legislative Yuan's agreement to extend the implementation period of the "Special Act for Prevention, Relief and Revitalization Measures for Severe Pneumonia with Novel Pathogens" for another year, the Ministry of Labor will promote four programs: "The youth employment incentives plan," "The Jobseeker's Allowance Plan for Youth", the “Industrial Talent Pilot Program” and "The Youth’s Employment Ultimate Program." Among them, the “Industrial Talent Pilot Program" and "The Youth’s Employment Ultimate Program" will be promoted continuously. “The youth employment incentives plan" will accept applications from June 15, while "The Jobseeker's Allowance Plan for Youth" will be launched in mid-August to help youths find employment and carry through the epidemic.

The "Industrial Talent Pilot Program" encourages youths to participate in vocational training in promising industries, such as digital information, electronics, and electrical engineering, with a maximum subsidy of $100,000. Both The Industrial Talent Pilot Program and pre-employment training programs conducted by the Ministry of Labor offer incentive payments of $3,000 per month for general courses and $8,000 per month for courses in national core industries, construction, or care services, for a maximum of 12 months. In addition, the "Youth's Employment Ultimate Program" integrates on-the-job training opportunities provided by companies in the form of "hire first, train later", and subsidizes employers with $12,000 per month for training guidance.

The youth employment incentives plan", which is being promoted again this year, will be applied to those who graduate from October 1, 2021, to September 30, 2022. Those who are employed before the end of September this year (or retired from conscription before the end of June next year and employed within 90 days after being honorably discharged), and are continuously employed by the same employer for 90 days will be granted $20,000, and will receive an additional $10,000 once employed for 180 days. Considering that some youths who graduated during the aforementioned time period may still be unable to find immediate employment and need special assistance at this stage, the Ministry of Labor will launch "The Jobseeker's Allowance Plan for Youth" in mid-August. Young job seekers who have completed online registration and job-seeking preparations will be granted $2,000. Those who have received employment service or recommended the service to others will receive a monthly bonus of $10,000 for up to three months, with the intention of relieving the pressure of job hunting. The Ministry of Labor stated that the various assistance measures that have been implemented since 2020 in response to the urging unemployment rate among the youth have helped support and assist youths in finding employment or developing skillsets. Take “The youth employment incentives plan” and jobseeker’s allowance plan for example, by the end of April 2022, 159,466 graduates in the years of 2020 and 2021 have benefited from the program. As for The Industial Talent Pilot Program and the Youth's Employment Ultimate Program, which were implemented during the pandemic, have assisted 77,850 youngsters until April this year in strengthening vocational skills and enhancing employability. Considering the impact of the resurgence of the epidemic this year on the domestic job market, it is necessary to be cautious and continue to promote the above programs.

The Ministry of Labor also added that Youth Salon around the country continue to provide young job seekers with various physical resources, such as career counseling, career exploration, interview prepatation and so on. The "Invest in Youth Employment Program" website also offers abundant online audiovisual resources for young job seekers(https://reurl.cc/bkA03l), including "Job Unboxing" for pre-employment preparation pointers, as well as resume boost, interview attire suggestions and interview service stations. Young job seekers are able to receive critical job hunting tips by listening to casual chatty episodes in the “Career” Podcast and watching videos. They may also book an one-one online consultation on the "YOUTH Career" website. In addition, the "TaiwanJobs” website will hold the fourth online job fair of the year starting June 27, 2022, listing tens of thousands of job opportunities in the Taichung-Changhua-Nantou area.
