- When foreigners intend to participate in a skills test, they shall obtain the alien resident certificate legally, except for special qualifications for special categories.
- According to Article 6 of the Regulations on Technician Skills Certification and Issuance of Certificates, persons 15 years of age or having a junior high school education may apply for skills certification of Class C or single-class certified technician; persons obtaining a Class C technician certificate for the job category of skills certification applied and also receiving vocational training of related job category or engaging in work related to the job category of skills certification applied may apply for skills certification of a Class B certified technician.
