  1. Develop opportunities for the employment of people with disabilities:
    1. Organize on-site recruitment activities.
    2. Set up employment consultation in public employment service agencies to encourage businesses to employ people with disabilities.
    3. Encourage large businesses employing many foreign workers to prioritize the employment of people with disabilities and establish necessary regulations to facilitate the employment of people with disabilities.
  2. Promote news of the employment of people with disabilities:
    1. Expand measures to promote the employment of people with disabilities through TV, radio, and newspaper.
    2. Set up an employment service network for people with disabilities, ranging from public employment service centers to agencies in charge of education, health and welfare, and training, businesses, and consulting companies, to help people with disabilities fit into employment through experience sharing and learning. 
  3. Counsel people with disabilities on employment:
    1. Provide supportive and personalized employment services for people with disabilities and establish a supervisory system to help people with disabilities fit into employment.
    2. Develop occupational counseling and evaluation of people with disabilities to help them fit into employment.
    3. Provide sign language training for employment service personnel to facilitate communication with the hearing impaired.
  4. Implement adaptive employment services for people with disabilities:
    1. Promote job-redesigning to encourage and help businesses to re-design jobs for people with disabilities and increase their motivation to employ people with disabilities.
    2. Organize group activities for the adaptive employment of people with disabilities to improve the job adaptability of people with disabilities through group counseling.
  5. The fixed employee number of people with disabilities is stipulated below:
    “Any given government department (agency/organization) of individual levels, public school, or public business agency/organization/institution whose total number of employees is no less than 34 shall employ people with disabilities who are able to work and the number of employees with disabilities shall be no less than 3 percent of the total number of the employees. Any given private school, association, or private business agency/organization/institution whose total number of employees is no less than 67 shall employ people with disabilities who are able to work and the number of employees with disabilities shall be no less than 1 percent of the total number of employees, and no less than 1 person.”
