After Typhoon Morakot hit Taiwan in 2009, the Ministry of Labor launched the Empowerment Employment Program, which features a more flexible operating model and integrated resources, to meet the needs of homeland, industrial, life and cultural reconstruction. In 2012, in response to the development of social enterprises, creative programs featuring social participation were initiated to develop related talent, build the foundation of social and economic development, and integrate manpower and resources of private institutions with government agencies for the purpose of post-disaster reconstruction, regional redevelopment, social entrepreneurship, or supportive employment systems. As of today, the Empowerment Employment Program has implemented more than 250 programs that facilitate social enterprise development.
