   The Workforce Development Agency, Ministry of Labor, from 8-9 April 2019, held at Yilan the "APEC Skills Development Capacity Building Alliance (ASD-CBA): Building APEC Digital Society through Upskilling ASD-CBA Workshop.” The ASD-CBA project has been endorsed in APEC Ministerial Chair’s Statement and funded by APEC Project Fund for USD$ 100 thousand to implement a series of 4 activities. The Workshop is the first of the series, as a preparatory meeting for the subsequent events, “Fostering ASD-CBA Digital Inclusiveness through Competency-based Upskilling Workshop”

 As Coordinator of APEC Human Resources Development Working Group Capacity Building Network (HRDWG CBN), the WDA has called on member economies to pay more attention to skills development. Apart from proposing APEC project, the WDA also established two ASD-CBA Institutes in two regional branches in 2017 and 2018 as a platform of exchange to promote people-to-people, institute-to-institute and project-to-project connectivity. 

 This event echoes the 2019 APEC theme of “Connecting People, Building the Future” and one of the priority areas “Women, SMEs and Inclusive Growth.” Delegates from TAFE Directors Australia (TDA), Australian Office in Taipei, APEC working groups, government, industry, academia and research sectors gathered to share project outcome through cross-fora exchange. 

 Based on the long-term collaborative ties, Australia and Taiwan have signed three MOUs on technical and vocational education and training, and more tasks are to be promoted in the future. The APEC occupational standards is a framework that provides skills needed by different jobs.

 The WDA held this workshop as a preparatory meeting for organizing “ASD-CBA Event Competency Digital Upskilling Program” between June and July. The design of curriculum will met iCAP standard and includes two courses related to event digital upskilling. This program is expected to become a pioneer in competency application for shortening the gap between industry and academia.   

   TDA, WDA and experts discussed the scope of collaboration. Participants explored the possibility of integrating the Australian competency standards with Taiwan Training Quality System (TTQS) in order to promote the training outcome for international endorsement as well as the advancement of assessment system on trainers.
