Due to the petition by the Taiwan International Workers’ Association and other labor groups, friends at the Ministry of Labor demanding “separate workplace & accommodation and multilingual information”, the Ministry of Labor is currently aggressively reviewing its current measures and states that it will apply the following measures to enhance the protection of migrant workers’ rights and interests: 

1. To enhance the protection of migrant workers’ rights and interests, the Ministry of Labor is now reviewing accommodation-related rules in Foreign Worker’s Care Service Plan. Although related groups suggested workplace and place of accommodation should be separated, this issue is related to MOEA’s factory management and MOI’s construction security management. Therefore, the Ministry of Labor will take them into consideration and thoroughly review this issue.

2. As for the suggestion that the Foreign Worker’s Care Service Plan should be translated into different languages, the Ministry of Labor will complete its translation as soon as possible and upload them onto multi-lingual international rights and interest protection websites so that migrant workers can understand the related rules.

3. Moreover, the Ministry of Labor is now discussing the amendment on “employer violating article 54 of the Employment Service Act is not permitted and will be suspended from introducing discretion standards” to urge employers to fulfill their obligations on taking care of migrant workers.     

4. In addition to that, the Ministry of Labor has started to initiate the “Plan on Strengthening the PCB Site Fire Accident and Explosion Disaster Prevention” on May 1, 2018. Besides carrying out targeted examinations on high-risk PCB sites that use abundant dangerous chemical materials, it will also coordinate with the Ministry of Interior in holding joint examinations on high-risk factories within the next 6 months to ensure the operational safety of laborers.

The Ministry of Labor states that it has full responsibility in taking care of laborers’ working rights and interests. It will humbly accept suggestions from society, including those from concerned groups today and continue to work hard to fulfill its duty.
